Hi, I note that some other Scottish LAs use the ALARM risk performance framework. How do you interpret Level 4 for Outcomes and Delivery? We use this framework periodically and the Risk Board has taken the view that we are at 3 with aspects of 5, but it is not possible to demonstrate 4 because, once we get to a certain level, the size of improvements are small. And 'very significantly improved delivery' (Level 4) suggests a step change improvement.
Thoughts? Should this definition be revised? Or do you use a different framework for measuring risk performance?
