The UK Road Liaison Group’s new code of practice has thrown up challenges for local authorities. The move away from specific guidance on road maintenance to a risk-based regime has required a fresh approach and the introduction of new procedures, with a need for new highway maintenance plans, individual risk assessments, changes to record-keeping and data, and issues arising from the training of highway inspectors.
